The National Mediation Board (NMB) is the government agency in charge of mediating labor-management relations within the railroad and airline industries. This 2006 annual report examines key NMB perspectives through graphic translations embossed on its cover: profiles of planes, trains and people.
A similar graphic style continues inside the report, which uses fluorescent inks and cleverly executed charts and graphs. With a skeletal budge, art director Pum Lefebure used teh cheapest stock photos she could find, rendered black and white and inset into the shapes of the planes, trains and people. Then she let the bright colors do the rest. "This is our fourth year doing the NMB annual report," says Lefebure. "Every year we are faced with the challenge of making it better." The example from 2006 combined a strong mix of graphic treatment and illustration, printed on uncoated paper using five very fluorescent Pantone colors—"not your typical government color scheme," Lefebure quips. And that was the point. "It's loud, brave and confident," she says. And to be noticed, it has to be. This report goes to Congress, after all, and something has to set it apart from the mountains of documents on those congressional desks.
